who covers the traveling expenses

Assuming someone from another country was invited to demo his/her application before judges because he was selected. who covers the traveling expenses.what are the traveling procedures and requirements. Please emphasize on this. Thanks

  Here are the details on travel stipends for eligible semifinalists (Section 8): http://rootstech.challengepost.com/rules

  "All semi-finalists can receive travel assistance of up to $1,500 domestic and $3,500 international. The final of amount of the stipend will be determined by distance from Salt Lake City, Utah, USA, and semi-finalist demonstrated need. Once selected, semi-finalists will need to coordinate travel and accommodations with the RootsTech event team. All travel arrangements will be booked by RootsTech and reviewed with semifinalists before final reservations will be made."
