Getting around PayPal requirement in order to access full functionality

I'm the designer for a web-based challenge submission. I don't have the technical background to program the site, so I'm working with a developer. We have recently completed the first phase of development, and I feel we have enough functionality to enter the challenge. The developer recently integrated our site with PayPal and went live with the site. Now, in order to access full functionality, one must "purchase" a product. The amount is set for .01, but it's still not entirely "free of charge" as the challenge rules indicate it must be. Do you have any suggestions to get around this issue?

    I would do whatever purchase is necessary, set up an account, and give the judges the credentials on that account.
